ALGERIA'S CONSTITUTION STIPULATES THAT THE SPEAKER OF THE UPPER HOUSE OF PARLIAMENT, CURRENTLY 77-YEAR-OLD ABDELKADER BENSALAH, SHOULD TAKE THE PRESIDENTIAL REINS.
